Dear Sir:

By previous letter to you of (date), I request a time extension for (reason). Since you have refused to grant me a time extension for those excusable delays, I cannot complete the work by the current contract completion date without accelerating. I therefore consider you refusal to issue a time extension to be a direction to accelerate the work, and therefore, a change to the contract.

I will be forwarding my Request for Equitable Adjustment for this change when the extra costs can be compiled.
